Dr. Patrick Luwaga has close to 32years experience in health services management and delivery of health care out of which 15 years were in health financing. Following his retirement December 2012 he became self employed.

2000-2012: AAR Health Services where he served in various managerial capacities:
- Head of Network Partners & Medical Consulting: 2007 -December 2012 – He created, accredited, and managed the relationship between AAR and the providers. Provider relationship improved and spiraling costs arising from the providers claims were contained.
- Head Doctor: 2000- 2007- He steered the operations of health care provision managed risk assessment of the insured members. Through some of the projects he accomplished the number of health facilities increased to cater for membership growth, clinical services expanded, care was standardized, health systems and customer satisfaction improved.
He had earlier served as medical officer at AAR Health Services 1997-2000, Dr Kanyerzi Clinic 1995-1997 and was an expatriate in Saudi Arabia 1985-1995.
In his other responsibilities he represented the HMOs in engaging government and other stakeholders to draft the insurance amendment bill 2010 and the pending National Health Insurance Bill.
