Project Overview:

Uganda Healthcare Federation (UHF), a member of the Jhpiego-led consortium, is implementing a five- year Urban Health Activity funded by the United States Agency for International Development (USAID) in Kampala, Mukono, and Wakiso. This initiative aims to strengthen urban health systems and improve equitable health outcomes for all urban dwellers. Working in close collaboration with districts, municipalities, and the Kampala Capital City Authority, the Activity will enhance primary healthcare services, optimize resources, and build private sector capacity to create a more resilient urban healthcare system. Key expected outcomes include improved access to maternal, newborn, and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, malaria services, and enhanced disease outbreak response.

Purpose of the Position:

UHF seeks 3 full time staff members, to work in project cluster offices in Kampala, Wakiso and Mukono. These three individuals will work under the overall guidance and supervision of the Private Sector Engagement Director. The Private Sector and Partnership Officers will be responsible for implementing project Private Sector Engagement (PSE) activities, including conducting assessments, ensuring quality assurance, facilitating public-private sector dialogues, and coordinating stakeholder engagement in Kampala, Mukono, and Wakiso districts. The role will involve collaboration with the District Health Teams, Health Unit Management Committees (HUMCs), Facility In-Charges, implementing partners, the private sector (including non-health actors), Government of Uganda (GoU) structures at district, facility, and community levels, and other key stakeholders to drive the success of PSE efforts within the target districts.

Key Responsibilities:

Planning, Implementation, Monitoring, and Reporting

  • Contribute to the implementation, monitoring, and evaluation of PSE activities.
  • Assist in reporting project progress, including writing monthly, quarterly, and annual reports.
  • Contribute to the project’s learning agenda and performance improvement efforts.
  • Engage stakeholders in climate and environmental protection activities.
  • Support the planning and implementation of private health sector primary healthcare (PHC) strengthening activities.

Partnership Development & Stakeholder Engagement

  • Engage with District Health Teams, health facilities, government structures, and other partners to promote private sector engagement in health.
  • Organize and facilitate meetings to foster private sector collaboration.
  • Assist in mapping private sector partners, including non-health actors, for collaboration in the target districts.
  • Actively participate in planning and partner meetings, district events, and forums.
  • Promote linkages between the public and private sectors within the target districts.

Capacity Building and Training

  • Support the selection and orientation of target health facilities.
  • Assist in assigning and training district Public-Private Partnerships for Health (PPPH) focal persons.
  • Train district focal persons to effectively carry out their roles and responsibilities.
  • Support private facilities in implementing the Self-Regulatory Quality Improvement System (SQIS+) and other quality improvement initiatives.
  • Participate in peer-to-peer support supervision and quality improvement activities.
  • Provide technical assistance to private facilities to address identified gaps.
  • Build the capacity of private facilities in data management and reporting.

Awareness & Information Dissemination

  • Promote project visibility by raising awareness about project interventions within the target districts.
  • Distribute Information, Education, and Communication (IEC) materials, including posters and flyers.

Qualifications:

  • University degree in business management, economics, public health, health policy, social sciences, development studies, Information Technology, or related field.

Experience and Skills:

  • Minimum of 3 years of relevant professional experience working with the private health sector.
  • At least 3 years of experience in designing and implementing PSE initiatives within the health sector.
  • Proven experience in engaging both public and private sector stakeholders across multiple partners.
  • Excellent communication, interpersonal, and computer skills.
  • Experience working in the health sector or on USAID-funded projects is highly preferred.
  • Willingness to learn and adapt to the evolving needs of the role.
  • Strong written and verbal communication skills in English.

Position Title: Private Sector Engagement Lead

Position Summary:

We seek a dedicated and knowledgeable Private Sector Engagement Lead to play a crucial role in advancing our objectives to improve health financing, enhance community-based health insurance (CBHI) coverage, and foster public-private partnerships in health. The ideal candidate should have a strong background in health policy, insurance systems, and innovative financing mechanisms, and be knowledgeable about broader health sustainability efforts.

Key Responsibilities:

  1. Legislative Support:
    • Assist in the passage of the National Health Insurance Bill.
    • Collaborate with stakeholders to align policy initiatives with the national sustainability plan for HIV/AIDS.
  2. Community-Based Health Insurance (CBHI):
    • Develop and implement strategies to expand CBHI coverage and membership.
    • Support issuing  sub-awards to local organisations to enhance the functioning of CBHI systems.
    • Explore and propose innovative financial support models for community health promotion services and disease prevention.
  3. Capacity Building of Health Workforce: Assist in identifying workforce competency gaps and develop transformative training programs for educators and mentors to enhance the effectiveness of developing competent health professionals.
  4. Contribute to the  reviewing of digital learning centres, and facilitate contextualized e-learning for continuing professional development.
  5. Support capacity-building in e-learning for the ICT technical advisors placed/assigned at MOH’s HRH development institute.
  6. Collaborate with professional councils to codesign e-learning modules on ethics and professionalism for continuing professional development.
  7. Participate in finalizing and operationalizing of the emergency medicine and critical care nursing curricula still under development and designing, and implementing a scholarship scheme for short-term training programs.
  8. Public-Private Partnerships:
    • Work with the Public-Sector Engagement Advisor to strengthen the Ministry of Health’s (MOH) capacity for contracting with the private sector.
  1. Facilitate regular coordination meetings with public-private partnership stakeholders to ensure alignment and progress on health initiatives.
  2. Digital Health Transformation:
    • Support the transition to digital reporting by promoting the use of Electronic Medical Records (EMRs) and addressing readiness gaps.
    • Conduct digital readiness assessments to identify necessary upgrades for IT infrastructure and training needs.
    • Collaborate with the Data Protection Office to develop a comprehensive data governance strategy that integrates private-sector data management.
  3. Data Utilization and Analysis:
    • Use Lean Management Approach (LMA) methodologies to cultivate a culture of data-driven decision-making within health programs.
    • Develop demand-driven visual tools for performance monitoring, planning, and disease-specific analyses.

Qualifications:

  • Education: Master’s degree in Public Health, Health Policy, Health Administration, or a related field.
  • Experience:
    • Minimum 8 years of experience in health insurance, public health policy, or related fields, with a focus on HIV/AIDS and health financing.
    • Proven track record of working with government agencies and private-sector partners.
    • Demonstrable experience in building the capacity of HRH in Health.
  • Skills:
    • Strong analytical and problem-solving abilities.

Programs are supported by health development partners designed to support the growth and development of the UHF members and to supplement their internal activities. Duties / Functions

Administrative Duties:

  • Manage the company’s phone and front desk area.
  • Monitoring health news in the media and sharing with internal and external parties o Manage information; receive and distribute communications; collect and mail correspondence. o Provide HR assistance by ensuring office policies and procedures are maintained. o Ensuring that staff list, forms for completion always up to date and available for reference at all time. o Conduct pick-ups and deliveries as required.
  • Coordinate casual workers and keep records of days worked to ensure deliver quality services.  
  • Assist staff with assignments as required, including word processing, data entry, paper work processing and internet research tasks.
  • Take minutes for meetings and support in writing material for newsletter, website, social media and reports as required.

Finance and Procurement Duties:

  • Oversee, monitor and coordinate private sector credit applications. o Support business and finance self-assessments by private sector credit applicant and submit to Finance for verification. 
  • Provide regular reports on the performance of the private sector credit facility. o Spearhead marketing and growth of the private sector credit facility to UHF clients and private sector stakeholders. 
  • Coordinate addressing procurement requests for goods/services and ensuring that request for procurements (RFP) are authorized before sending out request for quotations (RFQ).
  • Ensuring that the necessary quotations are received for procurement committee evaluation, analysis and selection of the supplier(s). Oversee bid analysis for regular micro procurements to be submitted for review by Finance.  o Tracking all deliveries e.g. newspapers, flyers and brochures to ensure that invoiced amount matched delivery record.  
  • Ensure that store records are well kept and office supplies are adequately monitored. o Availing staff with timesheet templates at the beginning of each month and collecting the printed signed copies for submission to finance by end of every month. 
  • Responsible for petty cash summary, reconciliation and ensuring that replenishment request is place on a timely manner.  o Photocopying of financial report documents and arranging them for delivery to the donors as and when required.
  • Support Finance in filing and maintenance of finance records. o Monitor and coordinate payments requisitioning and ensuring that all the supporting documentations are in place before submission to finance for processing. 
  • Tracking the location and custody of all movable assets ensuring items are periodically checked and their condition reported to finance regularly. 
  • Scheduling and ensuring that periodic maintenance and servicing of office computers, printers, photocopiers and lighting systems are done. 
  • Any other duty that shall be assigned as and when required.  

Experience Requirements

i) Atleast 2 years work experience in finance or administration preferably in the health sector or financial institutions with skills in planning, budgeting, resource mobilization and stock management.

ii) Experience working with development partner programming will be an advantage. Demonstrated innovative and creative thinking with business acumen will be an advantage. iii) Experience in multi-tasking working as part of a diverse team will be an advantage.

Education Requirements

  • Qualification in Business Administration, B. Com, Finance, Procurement and logistics management or any related qualification
  • Post graduate qualification in finance/credit management/procurement/administration or social sector planning and development will be added advantage.

3. Purpose of the position

The overall purpose of the Private Sector Engagement Intern is to provide administrative support to the Private Sector Coordinator (PSC) on membership related programs and activities from time to time for the six months of this agreement.

4. Roles and responsibilities

  • The Private Sector Engagement intern shall support the Private Sector Coordinator (PSC) in recruiting and retaining UHF members.
  • Support the Private Sector Coordinator in organizing member related meetings including; monthly private health sector platform meetings, quarterly RMNCAH platform meetings, private sector conventions, conferences and networking events.
  • Support the secretariat in organizing and executing the EAHF conference.
  • Support the PSC in organizing an Annual General Meeting and Board meetings.
  • Support arrangements for meetings, presentations, seminars and trainings organized for members. 
  • Participate in mobilization of stakeholders (including private health providers, KCCA, civil
  • society organizations, government representatives, etc.) to participate in UHF programs and activities.
  • Write minutes and reports from the various member meetings and events including minutes of the various MOH Technical Working Group meetings.

2.0 Project Summary 

Together with FHI360, Save the Children, EnCompass LLC and Makerere University School of Public Health, UHF is participating in the implementation of USAID’s Maternal Child Health and Nutrition (MCHN) Activity. The intervention is a five-year program designed and funded by USAID/Uganda to improve maternal, newborn, child health and nutrition outcomes in Uganda through strengthening leadership and governance, the rollout of national strategies and programs, coordination and cooperation across stakeholders. The MCHN Activity seeks to enhance learning and sharing of lessons and best practices, facilitate improvements to governance and cooperation processes and structures, build leadership capacity, and enhance private sector engagement. The Activity will advance new models for MCHN services and systems for urban settings, particularly Kampala. The MCHN Activity will collaborate closely with the Government of Uganda (GoU), Ugandan private sector entities, other USAID-supported activities, and other development partners to support and leverage their efforts to improve MCHN outcomes in Uganda. 

UHF is representative of the private health sector on the MCHN program and we are currently seeking services of a qualified graduate to serve as a Project Intern with responsibilities as follows: 

1.1 Purpose of the position 

The overall purpose of the Project Intern is to provide administrative support to the USAID MCHN Activity through participating in designated project activities from time to time for the six months of this agreement. 

1.2 Roles and responsibilities 

  1. The project intern shall support the collaboration with other USAID programs as assigned to support outcomes key to the MCHN Activity.
  2. Attend project meetings and note key issues of interest to guide improvement in status of MCH and Nutrition service delivery at private health facilities.   
  3. Support arrangements for meetings, presentations, seminars and trainings being organized under the MCHN Activity.  
  4. Participate in data collection and information gathering assignments aimed at enriching planning of MCHN project activities.  
  5. Participate in mobilization of stakeholders (including private health providers, KCCA, civil society organizations, government representatives) to participate in designated MCHN activities targeting the private sector.  
  6. Support the UHF MCHN team with document write-up including concept papers and project proposals, activity reports with guidance from the assigned supervisor. 
  7. Keep records of all information related to the MCHN Activity for documentation, clarification and presentation to management.
  8. Other duties as assigned.

3.0 Work Station

  1. The Project Intern will mainly operate within Kampala in the 5 KCCA Divisions basing from the UHF headquarters in Kamwokya.   
  2. Based on the nature of activity, the Project Intern will engage in MCHN field activities as and when they arise.

  1. Monthly activity report at end of each month detailing the activities in which the intern participated as well as achievements in the month, challenges and proposals for improvement.

Through this Activity, UHF supports self-sustaining, responsive, uninterrupted, accountable delivery of quality-assured medicines and supplies to public and Private Not for Profit health facilities.

UHF seeks to employ a Capacity Building Coordinator to spearhead the implementation of the training and capacity building components of the program. This position’s responsibilities are highly cross-functional and will support all result areas.

  • Experience working with USAID or internationally funded programming will be an advantage.
  • Experience in working with supply chain programming or national level medical store will be an advantage.

  • Experience and track records of designing and implementing novel capacity building approaches and tools 
  • Experience in assessing impact of capacity building in enhancing beneficiary knowledge and performance
  • Specific experience with digital technologies for capacity building strongly desired
  • Hands on experience building capacity of professionals  

Education Requirements

  • Medical, Pharmacy, Public Health, Social work or any supply chain/ medical related qualification
  • Special training in public health, education and or pharmaceutical policy, adult literacy and post graduate qualification in relevant field or social sector planning and development
