Uganda Healthcare Federation (UHF) is an umbrella body established in 2010 to champion the interests of the private sector. UHF offers government, health development partners, health sector stakeholders an informed sector partner, through whom to engage the private health sector. While advocacy and informing government on private sector perspectives in policy formulation, UHF also uniquely integrates contract and program activities into the grassroots, for impactful and sustainable results, through inclusion of its members association in the implementation process.

Our core activities are development and capacity building, lobbying and advocacy and program implementation to support the development of an accessible and affordable non-state health sector, with a focus on the provision of quality services.
Uganda Health Federation focuses on institutionalizing self-regulation in the Uganda private sector by supporting private health facilities across the country to self-assess and provides remote technical support for self-assessment to facilities using the Self-Regulatory Quality Improvement System (SQIS). SQIS is a free digitized quality improvement tool, a comprehensive checklist with guiding questions and clear definitions focusing on 16 key (basic) quality health management standards. It allows private facilities of all sizes to easily assess the quality of services offered and develop action plans to address gaps identified.
Finance and Business Management: UHF has over 20 training modules to support Uganda’s commercial health businesses in a variety of topics ranging nut not limited toTotal Quality Management, Customer Care, and Patient Safety as well as more technical modules such as cash management, budgeting, finance, and audit.
COVID 19 Case management: In response to the COVID 19 pandemic, UHF partners with various donors to conduct health worker trainings on how to manage COVID 19 cases for health workers in the private sector using the Ministry of Health approved training modules. The trainings are conducted to build the capacity of frontline health workers in private health facilities who are usually the first contact for most Corona Virus patients.
Consumer rights and patients’ safety: UHF conducts consumer rights trainings to give health workers, health business managers, and health sector stakeholders a broader understanding of the 2009 Ministry of Health Patients’ charter and how it can be translated into their health businesses.
Data Reporting: Uganda Healthcare Federation conducts regular trainings on how to report data using the HMIS tools for health workers in the private health sector in Uganda to ensure regular and timely data reporting. UHF further assists facilities to ensure their HMIS data is captured into DHIS2 to allow them to qualify for various national initiatives designed to support private health facilities.
E-Learning Platform: To ensure continuous learning and access to updated prevailing professional practices in the health sector, UHF developed an e-learning platform through which most of its capacity-building programs and courses can be accessed. The e-learning platform entails online courses as well as several hybrid forms, such as blended learning and flipped classrooms.
Business Development and Advancement Support: UHF with support from partners has created Medical Credit Scheme through which Uganda’s health businesses will have access to affordable capital financing to address their investment needs. UHF works closely with health businesses to design and implement the necessary steps towards business and quality improvement.
Networking Events: UHF hosts quarterly networking events for members and invited guests to explore business opportunities and engage with a diverse range of stakeholders from both the private and public sector, as well as civil society and occasionally guests from outside Uganda. Through these events, there is significant information sharing and exploration of opportunities for collaboration.
Building Health sector working relationships: Sector relationships are a networking opportunity for UHF to make connections with other organizations interested in the private sector. UHF advocacy spans a range of issues, based on member priority concerns. We also collaborate with several organizations with sector influence, strategic intelligence, and shared interest for a joint impactful approach. These organizations include; Private Sector Foundation Uganda (PSFU), HIV AIDS Coordination Committee (HACC), Civil Society Budget Advisory Group (CSBAG), and Private Sector Health Advisory Committee (PSHAC)
Contributing to the development of Legislation and Policy: While pursuing the development of the health sub-sector, UHF actively promotes the private health sector perspective and ensures inclusion and consideration in policy and legislation through strong relationships with Ministry of Health, Ministry of Finance, Kampala City Council Authority, Health development partners & The Regulatory Councils;
UHF also participates in public-private sector dialogue on numerous sector issues, through its position on the; Ministry of Health, Health Policy Advisory Committee(HPAC), Ministry of Health Technical Working Groups(TWG), Ministry of Health National Health Insurance Scheme(NHIS) Taskforce, Ministry of Health National Coordination Committee on Tuberculosis, Ministry of Health National Quality Improvement Coordination Committee, Ministry of Health COVID 19 risk management pillars and committees.
